Billion Worth Bids for School Bus Started

The New York city's education policy board will vote tonight on 19 no-bid bus contracts worth more than $1.1 billion over five years - including at least two with companies whose owners admitted to federal authorities that they paid off Education Department inspectors.
All of the contracts require GPS systems in the buses. Education Department documents claim the bus deals, which run from three to five years, will save the city money.
